Unethical But Not Illegal
The media have started to uncover everything Willie Herenton ever did that didn't pass the smell test in his seventeen year tenure as mayor of Memphis. The more that comes up the harder it is to defend him against his detractors. A lot of things are going to be uncovered that aren't exactly above board, but none will qualify as a crime or send him to jail. Before he can bury one they find another. It's old news except to the average citizen. Don't you think the FBI with their extensive investigations already know all about this?
